The sources I have tried, ENCO and Mc Master Carr list wheels but only for grinding carbide. Norton seems to be the big supplier of grinding wheels but they only list a diamond wheel at around $160.00 and I do not know if that will work on HSS. Secondly the price is a lot more than I am willing to spend.

Over the years, I have accumulated a fair amount of dull and chipped carbide lathe tool bits. I used to buy them in boxes of 10 from Enco for around $4 each. But Enco is no more. Checked with a few local tool grinding shops and best price I was quoted was $8 each to re-sharpen. I can get a Green Wheel through Ebay for around $25.
I'd look a aluminum oxide resin-bonded mounted points for die grinder smoothing and blending. For more robust metal removal, it'd be carbide burrs and files. The carbide tools are also good for wood and plastic, if you are sculpting with any of that stuff. ENCO has a good selection, I think.
