If I can get these machines to work without having to reinstall as I dont entirely believe that is the problem but as far as checking with voltmeter it seems that is the next logical step on the PC Mill 55. On the PC Turn 55 I have no idea except that the AC 95 control board may be bad. If anyone has some guidance I would appreciate it.

Problem with this machine is that parting is pretty heavy if you do it in one move. Even pecking is not good enough. EMCO implemented a parting cycling with sidesteps in their software.
